Changes for your consideration:

Remove duplication
Apply Java naming standards
Fix typos
Add Javadocs
Fix warnings raised by IDE
Add a bit more null-hostility
Apply liberal use of final modifier
Collapse imports (the IDE did this)
Broaden URI check for HTML names to include .xhtml, .html, and .htm
Wrap IOException as TranscoderException
Replace length comparisons with equivalent isEmpty or isBlank usages

Note: I haven't tested these changes.
