Need to provide clearer documentation for time-varying measures #18

We need to be clearer about time varying measures. Consider the services filter under OOH/Outcomes. Services, could have taken place at any point during a service episode. However, if used in conjunction with an outcome measure (e.g. reunification), the filter could give one the impression that the outcome curve indicates the percentage of children exiting to reunification from BRS, when in fact it is displaying the percentage of children exiting to reunification from a placement episode that was associated with at least one BRS payment.

We are going to start moving toward this as a replacement for Mantis - don't close it until you have completed it :)

OK. I have a set of new explanations for time dependent variables. I will now attempt an attachment. OK, it doesn't take Word so is a pdf of no use. I will email the Word doc. Won't take that either. See email.
