Faulty date range in OOH-WB #20

There is a date range field for measurement sp_ooh_wb_familysettings (http://poctest.spiders.net/data-portal/visualizations/out-home-care/well-being#) that is not usable. This should be taken away and replaced with quarter/year checkboxes if appropriate.

dynamicMonthStart works correctly on review but not test. On test, the start and end dates are not returned until the user moves the slider, which then works as expected. The params-display.json files are identical, so the problem most likely lies either in a table or in Symfony.

This was due to a bug in the new "permanent link" feature. Issue was tracked in Mantis and Allen fixed it.
