Various issues with table download function. #23

Based on Newby's audit of test and review...

In all the tables in review: Download as: Excel CSV is always on the line, and is not formatted with | in between

In Test and Review: OOH. Download as: Excel | CSV is covered by table for Safety, Outcomes and Well-Being (assume so for Outcomes, not downloading)

Erika, please investigate.

If you can fix, please do.

If not, please assign to OC on Mantis.

1 is not an issue since the code will be transferred from test, not review. I'll work on #2.
