If a referral has visit reports, providers should not be able to click 'reject' on the referral. This puts the referral into a 'stuck' rejected state and prevents the referral from being transitioned (or 'put back') into the VC's in a 'received' state. The provider will have to delete any reports attached to the referral. One possible fix for this would be to disable the reject button in that scenario.
