Inability to Properly Enter an Intervention that Ends Early and Get an End date #202

Describe the bug When a family receiving CIHS disengages for some reason prior to the completion of the service, the Sprout CANS user is unable to fully document this. They can either leave the CANS unfinished in Sprout, which means that they can not generate a "Completed By" date, or they can enter in 0's or other false ratings for the end of intervention, which will allow them to generate a "Completed By" date, but with inaccurate data.

To Reproduce Steps to reproduce the behavior:

  1. Open a new CANS
  2. Fill out some information - maybe the Family Plan for Change and the Plan for Change
  3. Return to the home page.
  4. If you completed the Plan for change, Sprout will allow you to mark it complete and date stamp it. However, if the family disengages for some reason once this is complete, or even before the Plan for Change initial assessment is filled out, there is no way to indicate this in Sprout. And there are no good options for how to close out the CANS.

Expected behavior It would be much better to be able to indicate in Sprout that A.) the family has disengaged and B.) When or at what point in the process and maybe C.) Why the family disengaged if known.

This issue sounds like it may be what is being referred to in the Sprout Backlog Prioritization and Status document as #6 "Needing option added when family does not engage or disengages from services". @sarahyatsko or @subaykan can you confirm?
