Integrate Sprout with SAW #206

Describe the solution you'd like DCYF would like us to integrate Sprout with SAW (SecureAccess Washington).

Additional _context_ The State of Washington requires the use of SAW as an access control service.

Note: WaTech is supporting our implementation of SAW, and we have an active question out with them regarding which instance of SAW we should integrate with. Dev and testing are complete/underway.
