When an empty location is transmitted from FamLink to Sprout ("visitLocations" from "ServiceReferrals" = [{}]), users can not enter visit location information

Describe the bug Users can't enter visit location information for visit reports on referrals that are transmitted from FamLink to Sprout (when "visitLocations" from "ServiceReferrals" = [{}]). This prohibits the user(s) from completing and submitting a visit report.

To Reproduce Steps to reproduce the behavior:

1. Issue originates in FamLink when a social worker does not include a location information in a referral.

Expected behavior Sprout users creating visit reports should be able to enter visit location information and when they can not, they are unable to complete and submit visit reports. They only see blank lines and "Other" listed in Visit Location section of visit report.
