super admins within read only orgs cannot edit contract relations

Is your feature request related to a problem? Please describe. When users in read only orgs (i.e. DCYF) are granted super admin privs, they cannot edit contractual relationships, and probably other editable elements of referrals and reports.

Describe the solution you'd like We would at least like super admins in read only orgs to have the ability to edit contracts. We may want them to edit other things.

Describe alternatives you've considered Having CSSAT superadmins perform all superadmin tasks.

Prioritization Process

• [ ] Label story Large, Uncertain, Small. If the story is too large, convert the story to a milestone/epic.
