Currently, if a user attempts to create an account in the wrong organization, or has an account request mistakenly rejected, we have to either make direct database changes or enact convoluted workarounds for the user to be able to create a new account using the same email as the broken request.
This is an all too common occurrence, and should be handled as such, rather than requiring extraordinary intervention.
