region concept is causing problems for VCs #76

Yes, I was in Edit for Notes. There was a box indicating the internet may not have access as there was a problem “saving”. There was no save button…Then I hit Remove (case worker was canceling the visit referral) and it kicked me out to the login. This happened 5-6 times with me and then with Nancy. Could you advise what you were doing when you were logged off?

Had you been idle for some time? Sprout logs users off (by design) after 15 minutes of inactivity.

Additionally, this appears to be causing problems for a VCs ability to view Users (or any details beyond an org summary page) if their region does not match the region of the contracted Org.

In addition to the issues outlined in #96, the region concept is causing issues for

-- VCs being able to see organizational details -- VCs being able to see visit reports -- Edits to referral notes (VCs appear to be able to edit, but are then getting an error banner on save)
