Rename "Add Resource" to "Add Dataset" #32

Part 2 of #31 . Once "Dataset" is changed to "Catalogue", this story is about changing "Add Resource" to "Add Dataset".

On the "Resource" page, update the wording from "Resource" to "Dataset": https://data.urbandatacentre.ca/dataset/resources/civil-aviation-balance-sheet-canadian-air-carriers-levels-i-to-iii-annual
