Add description to dataset for download on "Catalogue View" page #39

On the catalogue view page (e.g. https://data.urbandatacentre.ca/catalogue/geotab-stop-analytics), add text to dataset: if a dataset is added, display:

"Dataset available for download".
Change "Explore" button to "To Download" or something similar. I know that "Explore" is there because it goes to a page with options, but it should be more obvious that it takes you to the file for download.
