First Widget: Piechart for file Formats #48

As the first CUDR Widget, create a widget that goes on the front page below the "Canadian Urban Data Repository (CUDR) statistics" counts.

The widget displays the following graph(s) according to API calls with visuals.
The API results should be cached for 30 minutes. After 30 minutes, they will refresh on the next load of the page.
Clicking on a term should take the user to a filtered search based on the item clicked

Pie chart showing Formats that have been catalogued. Clicking on a Format takes you to its filter (e.g. CSV)
