Ensure one place where CKAN data is converted into KG data #76

Ensure that when data is saved, imported, etc, in CUDC, it is formatted into KG data in one method. This method is called from various points of input:

  1. Bulk upload
  2. UI maintenance entry
  3. Import through API from another
