Remove the margin-start and padding-start and added the standard for border

@jonathantneal there been more changed since this to make it full compliant with latest changes. Take a look here https://github.com/Jordan-Hall/stylelint-use-logical-spec it was a hard fork because apparently this was too far gone with wrong spec to resolve. So hard fork released new package with it fully, Happy to merge this one in too
