For reduction of your basic map (all of state space to all of control space) to something simpler think about model reduction. Anoop Grewal asg89@cornell.edu would be a good person to talk to about this, and maybe even collaborate with for getting results and writing them up.
If we start with a large controller space there should be a way to whittle it down to the essential sensors for the given actuators. My first though is using the AIC or something similar. It should be a rather standard thing for a linear fit.
