Slightly more valid html #104

https://csvconf.com/ currently has a bunch of HTML validation errors, according to https://validator.w3.org/nu/?doc=https%3A%2F%2Fcsvconf.com%2F . This PR should improve this a bit.

thanks for the PR, @til, websites for previous years still need content in top.html (for now), so can't delete that for now. Happy to review if you have time to dig into those as well - check 2014, 2016, 2017 and 2019 folders for those files. Thanks again!

@serahrono thanks for your quick reply! I couldn't find top.html referenced anywhere else but from the one place where I inlined it into, but I found that 2019 and 2017 had similar html errors. There is now a new commit in this PR that fixes those as well. According to the preview on netlify they look ok: https://deploy-preview-104--csvconf.netlify.app/2019/ and https://deploy-preview-104--csvconf.netlify.app/2017/.
