Per-User Rules #1

Currently all CSS rules are world-wide. Per-user rules would let each User tweak Foundry to their liking.

This should now be quite possible.

Allowing the each user to turn off or use the "global" css defined by the GM would be nice, in addition to allowing to further modify the global CSS as well.

Probably a lot of players where some accessibility changes would be a nice QoL for them but not all your players need that larger font or color change.
