[FEATURE] Ability to group rules #3

It would be helpful if it was possible to group rules together somehow. For instance, if I had a number of fixes that I'd like to apply to 13th age, I could group them together visually somehow.

This would also be helpful for the import/export functionality.

After discussion with @Norc , the end result might look something like this, depending on the Settings UI functionality available

The grouping didn't quite turn out the way I wanted - the library I used had nesting, but no way to actually restore that nesting!

I hope to improve on it in the future, but for now v1.1.0 should fulfill basic grouping
