Scrollbars in CSS edit window don't show up until you alter the contents

As per title. Scrollbars appear only after you apply Any kind of edit to the text, until then they refuse to show.

After providing an edit, they persist until the editor is closed and re-opened.

Tested with only custom CSS and its dependency loaded.
