Add script to MDTF to plot predigested data #120

some predigested data (LWA diagnostics on ERA5) has been retrieved from Noboru's server to fulfill the MDTF submission requirement. Write a script to visualize the predigested data.

(I have started working on it, so I'll continue)

The two files are:

plot_from_predigest.py
predigest_data.py

This ticket will be closed once the two files are included on the MDTF branch
