This is broken into a few commits to make the flow clear, but the basic idea is:
Add SpireAllSource.h to the top level, so that people can #include all the Spire code without having to use LibraryRelease/Spire.cpp

Move Spire.h to the top level, so that people can find it more easily.

Remove LibraryRelease and CodePack completely, since there is now a simpler way to do 99% of what they provide.
