Drop support for python 3.8, update env file #2342

In accordance with NEP 29:

On Apr 14, 2023 drop support for Python 3.8 (initially released on Oct 14, 2019)

Setting to draft for now, since we might do another 0.19.x

We have merged other breaking changes now, so I am also going to merge here.

The branch protection rules will be update now, so all other PRs will need to up date so they run the updated CI config.
