Enable CI from GitHub actions #81

Since we are using the free version of Travis CI and we are approaching the usage threshold of our plan we need to find an alternative.

It is expected that sooner or later we migrate to the CTA-ASWG GitLab workspace, but for the time being it is better to enable the CI from the current hosting service, i.e. GitHub.
