cbcs for interop appears to be more subtle than WAVE content spec implies #39

In this issue, https://github.com/WICG/encrypted-media-encryption-scheme/issues/7, it appears that interop would require content being limited to one specific pattern for video and one specific pattern for audio. The text in annex C mentions patterns but this text indicates that more constraints are needed to achieve interop.
