(Section 6.2) Proposal is to remove. Chris Poole comment: I think this section and its note should be deleted. I thought we decided not to define WAVE Program Profiles. This section appears to be trying to define one (even though it doesn’t actually use the word “profile”). Removing this requires additional discussion, so leaving it in for now.
