Prioritize Open Issues that could impact launch #114

@cta-wave/dpctf We need to prioritize the remaining open issues in WAVE repositories and then focus on closing or deferring those that could impact the Test Suite launch. Prioritization needs to take into account the importance of the test(s) to the users of the Test Suite, the number of impacted playback tests, and best use of available resources.

Done for HbbTV plugfest. Some open issues still need review to determine their effect on the final launch of the Test Suite.
