The TCTF have requested feedback from the DPCTF on the proposed testcase metadata format XML document described at the link https://standards.cta.tech/apps/org/workgroup/tctf/download.php/21578/tctf . The layout may well be tweaked as TCTF progresses, but is the general layout able to represent the requirements produced by the DPCTF?

This is just an example to illustrate the XML layout, it is not a real testable requirement.
It is not expected that DPCTF need to construct these XML files. TCTF will organise this based on the testable requirements identified by the DPCTF.
The aim is to have something "machine-readable" so that the relevant parts can easily be presented to a tester; tests can be searched & sorted; and also allows for a degree of test automation.
The intention of the example '<required if="+AAAA" />' field is to allow the correct tests to be selected based on a device's capabilitities, e.g. :
if=+cbcs - Test is mandatory if device supports cbcs encryption
if=-cbcs - Test is mandatory if device doesn’t supports cbcs encryption
