restricted-splicing-of-encrypted-content-https__splice_main-cenc_splice_ad-cenc.html failed in the London plugfest.

On 2 TVs, the test failed to run to completion.
On one it ran to completion but the observations were not run.
On the remaining 5 TVs, the observation "[OF] Video: The presented sample shall match the one reported by the currentTime value within the tolerance of +/-(2/framerate + 20ms) failed.

Most TVs from the London plugfest would pass when https://github.com/cta-wave/device-playback-task-force/issues/123 is implemented.

Propose to close this after that is closed.

Closing as https://github.com/cta-wave/device-playback-task-force/issues/123 has been implemented and reviewed in the main DPCTF meeting with all stakeholders present.
