This should resolve issue #21 and provides and initial proposal to address issue #20 that can be further improved with feedback.

Generates a copy of a mezzanine stream, with an additional (2nd) audio track that contains the word "English" spoken every 15 seconds, mixed with the original audio.
metamezz.py changes:
Target frame rate can now be configured (no longer depends on source file).
Frame rate and label configuration added to the JSON structure supported via the -r (string) or -rjf (file) parameters.
Option to enable rudimentary tonemapping for all or each source input file via --tonemap
Option to add second audio track to streams generated for any specific resolution+framerate+duration combination (by default generated for a 1080p variant).
