Clean up readme.md to avoid duplication with dotnet/sourcelink and confusion in recommendations.

@ctaggart I see folks still being a bit confused by information they find here vs. on dotnet/sourcelink. I think it'd be better to keep the readme focused on the test global tool.

Thank you for the cleanup. I’d like to remove most stuff from here and make it clear to use the new tools. Merge when ready. I’m fighting a 4 day fever, so I’m not going to review in detail. I trust your judgment.
