switch type provider to net core #102

See #99. Just opening this as a draft to check out the status. @takemyoxygen did some work on it last September.

The status is the following: I added type provider projects targeting netstandard2.0 to the main solution file. Now working on fixing errors when building a project with type provider tests.

@ctaggart It took a while but it looks like this PR is ready to be reviewed and merged.
