Ensure proper artifacts for Copr builds

Refactor the launching of the Copr job to ensure it gets the correct srpm artifact.

Resulted in a few changes

• Merge Copr wf into RPM
• Separate RPM into several jobs
• Support dev tag for master builds
• Move Copr builds into single project
• Externalize the RPM build matrix for reuse
