Revive pre-38 Fedora builds #731

Building for < FC38 was disabled in #730, but should be possible to reinstate using the scripts/srpm spec file.

This can be done while updating the RHEL 8 spec and build, post #715.

I think we will continue to publish only Rawhide and el, but do extra builds on Copr for previous versions of Fedora.

Can use the chroot property in the rpm matrix to pass in multiple --chroot parameters to the Copr CLI.
