Use tags instead of commit for doc gen #757

The tag of a release of fapolicy-analyzer should have a matching tag in the wiki repo.

The fapolicy-analyzer master branch will always use the wiki master head.

This replaces the pattern where a wiki repo commit would be placed in the fapolicy-analyzer repo .
