removed some hardcoded parameters that blocked to create JIRA items (a bit hacky, this part needs gooood refactoring):

fixed issue with defaulting of "Assignee" during issue (now can be set through parameters)
fixed issue with generating and passing TestCaseUniqueId (use parameter GENERATE_TEST_CASE_UNIQUE_ID = true to enable it if needed)
