Redownload deleted

• [x] Check stale archive for what we no longer have handy, left over due to #56 never being closed.
• [x] Split those out so redownload is possible incidentally
• [x] At this point new downloads from #66 become possible/safe as far as this is concerned
• [ ] Run through and evaluate for redownload... i.e. metadata pull and inspect
• [ ] Execute download

The code parts are to find what we don't have... readdb.py... and run of youtube-dl to get metadata only and pull in

  • False - likely all partials - CSV sees them as either media or ijfn - we have the info json and partials but they don't match

    • ijfn true - we have the json still
    • ijfn false - we need to look it up; we almost certianly should remove it from archive

Actually this is sort of part of #55...

This is sort of part of #56 (not 55) in that we created a tool which removes archive entries for deleted files.

From here we need a tool that takes OLD archive, gets missing metadata for any missing.

Then output that CSV, mark yes or no. Assume missing metadata is gone!

• strip lines from CSV that are in current
• (optional) attempt add metadata for those lines missing metadata
• allow user to specify in new column download or not
• download those desired
• this could be repeated
