Library for scripts to do a delayed upload from ytdl/lm/pvlm

Essentially a library that may be imported by scripts to upload already downloaded artifacts with metadata.

This metadata should include

• custom URL
• partial/direct booleans
• In extras - psuedo-LPM strings
• ytdl infoin extras
  • whole info?
  • site and archive id
  • t/f?

Additionally it can be expanded to do immediately after download or during.
