DB should probably be UTC... UI should be local

What about API... UTC or local?

API should likely support either as input,
- if no zone is specified, what should be assumed?
API output being configurable (system, UTC, or specify any)
- or parameter?
- or user profile based?
Client library should always use timezoned objects
