For now cache location would be something like ~/.cache/ticket-by-ticket/tiles/fqdn-path-to-root/z/x/y.ext

We need probably two functions:

cache_tile(url, redownload=False) (returns file URL)
get cached http (fileurl, redownload=False) (returns http url guess?) - used if cache gets nixed
