This should include a rework/refactor of #20 to essentially transform geographic data into a single png/jpeg.

In that way, then the map generation can be generalized to either automatically pull tiles (based on geography as was the previous practice) or input an arbitrary map raster.

Possibly single raster with background + rendered SVG to make exporting as single file possible??? (albeit maybe not ideal for online play when the SVG parts would change with gameplay)
