Should have a option to set percentage needed for win ( for reglement changes) #74

According to the stadga, any changes to the reglemente has to gain 2/3 of the votes. Currently a option can only win by majority of the votes, but having a setting for how many percentage of the votes is needed to win would fix this problem

For transparency, it should also be displayed to the voters so that the function can not be misused
