Updating Ruby and Rails version #299

DON'T MERGE THIS YET!

As of now, this project is using ruby version 2.1.2, which is dying, and none of us in digIT got it building with rbenv.

I am creating this pull request so that everybody can monitor my work on this problem.

No errors yet, but don't merge this yet! Might need more fixes. Also, since rails 5.0.1 is spitting out warnings everywhere with Ruby2.4.0 @lindskogen suggested we bump it all the way up to 5.1.

The development is moved to update/ruby-on-rails-version branch in this repo
