Contact #407

The current contact page does not work at all. This replaces the contact page with information about SAMO and a list of useful email addresses.

Hmm, do we want to change the schema.rb here? And it sounds weird to change the encoding from utf-8 to latin1.

I have not edited db/schema.rb myself. It is a side affect of docker-compose up --build. I can remove the changes of db/schema.rb because I have no reason for them.

slug is the unique and "language agnostic" value for a committee, written in lowercase. digit, styrit and so on.
