short all-in raise post completion in stud: client allows full raise

Fix so that if someone goes all-in for less than half of the full bet amount in stud, in the first round, but post-completion, the next raiser only can complete the short raise.

This has not been reported, but it is something I noticed in the code when I was fixing #1224.

Fixed, with the fix in master. We're too close to this evening's game to deploy this fix.
