Make it so the chip count function takes action into account.
When I coded up my consistency check I figured that since I was looking at the beginning and end of each hand I didn't need to take action into account. That's true for the table where the hand is beginning or ending, but the other tables are apt to have action that needs to be considered. As such, this evening's game had a ton of false positives where it thought he chip count was off when the tournament was two tables.
