Event that gets created does not have the late registration and re-entry period that as shown on the Dialog #1268

Fix capture_values to update the value's re-entry info and then fix the server to use it.

Currently, the change that is made to the re-entry info via the create dialog is completely ignored. Oops.

This should be fairly easy to fix, but I have a lot to do today, since I have a race to put on tomorrow.
