covid-19: Validate that all controls are present during Create samples #256

The lab suggested that we validate that all controls are present in the CSV file during Create samples validation to ensure no controls are missing.

Decided this was not a solution to the original problem; the samples have already been run incorrectly in the robot at this stage.
