Update AMR++ to v3

The current container build automation for AMR++ v2 is broken, so we need to fix it anyway

I think we'll remove it entirely instead. It's straightforward enough to run whatever parts you want from AMR++ outside of StaG anyway: https://github.com/Microbial-Ecology-Group/AMRplusplus#pipeline-subworkflows
